Booklet, Warrnambool's Case for a university, 1961
... courses in the technical and trades areas and in 1969 the tertiary... both secondary and tertiary courses in the technical and trades ...The information in this booklet was prepared by a University Investigation Committee formed in Warrnambool in 1961 to present the case for the establishment of a university in the Warrnambool area. The chairman of this committee was the Mayor of Warrnambool, Cr P. O’Sullivan and the secretary was W. L. George of Warrnambool. This submission was unsuccessful at the time but campaigning for a university continued. In 1961 Warrnambool Technical School in Timor Street was offering both secondary and tertiary courses in the technical and trades areas and in 1969 the tertiary section of this Technical School became the Warrnambool Institute of Advanced Education. The tertiary section was relocated in 1984 to Sherwood Park, a 94 hectare site on the Princes Highway five kilometres from Warrnambool’s C.B.D. In 1990 Deakin University established a regional campus at Sherwood Park after a merger with the Warrnambool Institute of Advanced Education. This booklet has some historical significance as it contains the information collated on the campaign in Warrnambool and the Western District for a university to be established in the Warrnambool area. This is a soft cover booklet of 48 pages. It has a beige-coloured cover with black printing. The booklet has been bound with brown tape. Document is a Draft Proposal for a Pilot Project to Develop a Databank of Successful Engineering Solutions to Health and Safety Problems. It has been written by Dr Dennis Else, Visiting Fellow, Ballarat College of Advanced Education. Dennis is also a Senior Lecturer, University of Aston, Birmingham, England. The document outlines the need for a databank and often ""our failure to control health and safety problems is from our inability to apply existing knowledge rather than because the knowledge does not exist." The control solutions would need to be technically vetted to ensure feasibility of the solution. An experienced group of specialists in aspects of health and safety and from engineering branches would be required. Ballarat CAE already has this blend of expertise. They have been responsible for the development of Australia's first tertiary course in Occupational Health and Safety and Occupational Hazard Management.Fifty-seven A4 pages - includes 27 pages of photocopied pages from reference books and 11 pages of Curriculum Vitae, Staff.viosh, victorian institute of occupational safety and health, ballarat college of advanced education, dennis else, databank, engineering solutions, draft proposal, visiting fellow, occupational hazard management, occupational health and safety, multidisciplinary team, dulcie brooke, max brooke, gerald fernandez, kathleen kent, peter mccarthy, tom norwood, roy schrieve, bill vermeend, derek viner, derek woolley -

Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
... its courses beyond the initially intended range of studies... its courses beyond the initially intended range of studies ...The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. Over the next two years a further four buildings, costing about $2,500,000, will be erected, and a further major portion of the Institute will move to Mt Helen. these buildings, in addition to one for direct teaching work, will include a Library, a Union and the first stage of a Hall of Residence."White, folded, paper programme printed on the occasion of the official opening of the Ballarat Institute of Advanced Education (BIAE) Mount Helen Campus on the occasion of the centenary of the Ballarat School of Minesuniversity of ballarat, ballarat school of mines, biae, mount helen, mt helen campus, mb john, jack barker, e.j. barker, rolly parfenovics, parfenovics, nigel bown, campus. victorian institute of colleges, m.b. john -

This photograph was taken at the presentation of a bust of Dick Richards to the Ballarat School of Mines. Dick Richards joined the Ballarat School of Mines (SMB) in 1914, and soon afterwards was granted leave to join an expedition to Antartica. In 1915 he sailed from Australia with the Antartic Exploraton Expedition, led by Sir Ernest Shackleton. Dick Richards was the physicist and sled manager for Shackleton's Ross Sea Party - with the task to meet Shackleton on the other side of the continent. When Shackleton planned his transcontinental crossing he decided to use supply depots as loads of supplies were too heavy to pull. The depots would enable Shackleton's party to carry just enough to reach the Pole, relying on the depots which were to be left by the Aurora's crew every 60 miles, stowed in 2 sledge journeys in 1915 and 1916. Dick Richards spent 3 freezing years in Antarctica between 1914 and 1917. Travelling south with Sir Ernest Shackleton Richards' worst experience was when his ship Aurora, tethered offshore, was blown away in a gale leaving Richards marooned for two years with nine other men on the ice floe. The Ross Sea Party arrived in McMurdo Sound aboard the Aurora in January 1915. The going was tough on the sledging trips as the sledges were overloaded. Temperatures were as low as minus 68F. In June 1916 the party crossed on foot to Cape Evans, occupied Scott's Hut (from his Terra Nova Expedition, erected in January 1911) in May 1915, for two months. On 10 January 1917 Richards was hunting for seals when he saw a ship on the horizon. It was 'The Aurora'. Picking up the relieved survivors 'The Aurora' arrived in New Zealand on 9 February 1917 to a hero's welcome. Joyce, Wild, Hayward and Richards later won the Albert Medal for their heroic devotion to duty. Later an inlet on the Antartic continent was named after Richards. Dick Richards wrote the following years after the ordeal "To me no undertaking carried through to conclusion is for nothing. And so I don't think of our struggle as futile. It was something the human spirit accomplished." After returning to Australia Dick Richards resumed his work at SMB as Lecturer in Physics and Mathematics, and developed many pieces of experimental equipment. During World War Two he acted as a scientific adviser in the production of optical apparatus in Australia. In 1946 he was appointed Principal and twelve years later he retired after a total of 44 years service.
